Josh Todd

Senior Director of Equity, Research, and Community Engagement​

​

Joshua Todd is a seasoned strategist and facilitator with over 20 years of experience leading equity-centered processes, community engagement initiatives, and organizational change efforts. As Senior Director of Equity, Research, and Community Engagement at Espousal Strategies, he supports clients in designing inclusive strategies that reflect community priorities and improve institutional outcomes. On the Interstate Bridge Replacement Program, Joshua serves as the Community Engagement Planner and implements the community engagement program. This work includes collaborating with the equity team, cross-discipline technical teams, WSDOT, and ODOT to create shared understanding of priorities and implementation approach for all community engagement on the transportation megaproject. Additionally, he serves at the 3rd Party facilitator for the State-mandated Community Benefits & Investments Advisory Group for Portland General Electric and Project Manager for the Northwest Native Chamber’s efforts to create the statewide Community Economic Coalition and Community Economic Coalition Action Fund to support minority-owned businesses through Oregon.

 

Joshua brings a deep background in nonprofit leadership, public service, and policy design. He previously served as President and CEO of Camp Fire Columbia and as Executive Director of Campus Compact of Oregon, where he led racial equity initiatives in partnership with higher education institutions across the region. His work includes managing large-scale capital projects, guiding leadership transitions, and building coalitions focused on closing economic opportunity gaps.

 

At Espousal Strategies, Joshua provides strategic guidance on community engagement, policy analysis, and research efforts. His recent projects include developing equity training curricula, leading participatory design processes, and advising on inclusive public investments. He is a certified Intercultural Development Inventory (IDI) administrator and a trusted advisor to mission-driven organizations navigating complex change.

 

Joshua holds an MPA from the University of Wisconsin–Madison and a BSW from Aurora University. An effective leader, Joshua brings a thoughtful, collaborative approach and a strong belief in the power of community wisdom to drive lasting impact.
