fABIOLA cASAS

Fabiola Casas is an experienced project manager and strategic problem solver who leads community engagement, trainings, and inclusion initiatives at Espousal Strategies. With over 15 years of experience in facilitation and organizational change, Fabiola helps clients find alignment between institutional priorities and community needs.
​
At Espousal Strategies, Fabiola leads cross-functional teams to design and implement access and opportunity frameworks, performance measures, and engagement strategies that move projects forward with integrity and impact. They currently serve as Lead for the Interstate Bridge Replacement Program’s Community Benefits Team and project manager for the City of Seattle with their Equitable Transit Oriented Development Community Advisory Group. They help clients operationalize their values, align policies and practices with community expectations, and ensure public investments reflect the needs of the communities they serve.

Fabiola previously served as a Financial Assistance Program Specialist for the City of Portland Water Bureau, where they supported equity-centered service delivery and strategic planning, and as a Student Success Advocate for Portland Public Schools, where they advanced school climate and discipline reforms.
​
Fluent in English and Spanish, Fabiola is a skilled facilitator and coach with deep experience in trauma-informed communication, equity training, and public policy. They hold a B.A. in Psychology from Seattle Pacific University and are completing their Master’s in Public Administration at Portland State University. Their approach is rooted in compassion, clarity, and the belief that meaningful change is possible when community and institutions move forward together.
